How to Launch a Bug Bounty Program: Platforms, Scoping, and Triage

When structured incorrectly, it generates noise, burns your security team's time on duplicates and out-of-scope reports, and creates legal and reputational risk.

This guide covers the full lifecycle: pre-launch preparation, platform selection, scoping, rules of engagement, triage process, and payout structures.

Bug Bounty vs. VDP vs. Penetration Test: When to Use Each

Before launching a bug bounty program, understand what problem you are solving and whether a bug bounty is the right tool.

Penetration Test — A time-boxed, structured engagement with a professional security firm. The testers follow a defined methodology, test a defined scope, and deliver a report. Best for: compliance requirements (PCI DSS, SOC 2), pre-launch security assessments, testing specific new features or infrastructure.

[Vulnerability Disclosure](https://zeriflow.com/blog/vulnerability-disclosure-policy-guide) Policy (VDP) — A public policy inviting anyone to report security issues without financial reward. Attracts good-faith researchers who want to contribute to security. No cost beyond triage time. Best for: any organization that wants a legal and operational framework for receiving reports without managing a full bounty program.

Bug Bounty Program — Financial rewards for valid vulnerability reports. Attracts professional researchers who invest significant time in finding sophisticated vulnerabilities. Generates more and higher-quality reports than a VDP, but requires more triage capacity. Best for: organizations with a security team capable of triaging 5-50+ reports per month, with a security testing surface large enough to warrant ongoing researcher attention.

The typical maturity path: Pentest → VDP → Bug Bounty with narrow private scope → Public bug bounty.

Pre-Launch: What You Must Fix Before Opening to Researchers

The biggest mistake organizations make when launching a bug bounty is opening the scope before doing internal security work. Professional bug bounty hunters will find everything findable within hours of launch. If your application has known, low-hanging-fruit vulnerabilities, you will be inundated with duplicate reports for the same issues — wasting triage time and rewarding researchers for findings you should have fixed yourself.

Pre-launch checklist:

Run an automated security scan — Fix all high and critical findings from automated tools before researchers arrive. Automated vulnerabilities (missing headers, weak TLS, exposed paths) are not worthy of bounty rewards and clutter your triage queue.

Fix OWASP Top 10 — Conduct an internal review or pentest against the OWASP Top 10 vulnerabilities for your in-scope applications. Common injection, authentication, and access control issues should be addressed before public launch.

Resolve known vulnerabilities — Any CVEs in your software stack that have available patches should be patched.

Implement a triage SLA — Decide how quickly you will acknowledge and respond to reports. The minimum: acknowledge within 3 business days, provide a status update within 10 days.

Train your triage team — The team handling reports must be able to reproduce, assess severity (CVSS or custom rubric), and communicate professionally with reporters. Dismissive or slow responses drive researchers away.

ZeriFlow provides the automated pre-launch scan that confirms your public-facing security posture is clean before you invite professional hunters. Running a scan before launch and fixing all findings is the first step in a responsible bug bounty launch process.

Platform Comparison: HackerOne, Bugcrowd, and Intigriti

The three dominant bug bounty platforms each serve different market segments and have different researcher communities.

HackerOne - Largest researcher community (~1 million registered) - Strong US market presence - Government and enterprise customer base (US DoD, Shopify, Uber) - Managed triage service available (triage team reviews and validates reports before they reach your team) - Pricing: platform fee plus reward costs; managed triage adds significant cost - Best for: US-facing programs, organizations wanting managed triage support

Bugcrowd - Strong presence in financial services and healthcare verticals - CrowdMatch technology for suggesting appropriate reward amounts - Vulnerability rating taxonomy (VRT) provides consistent severity classification - Pricing: similar to HackerOne; managed services available - Best for: regulated industries, teams that want a structured severity taxonomy

Intigriti - European market leader, strong GDPR-aligned practices - Particularly strong for European and globally distributed researcher communities - Reputation for high-quality triage and researcher experience - Pricing: competitive with HackerOne for European programs - Best for: EU-based organizations, programs wanting strong European researcher participation

Self-hosted (DIY) - Tools like Hive or custom implementations - No platform fee but requires operational infrastructure - No access to a researcher community — you must build your own - Best for: large organizations with existing security team capacity and established researcher relationships

Scoping Your Bug Bounty Program

Scope definition is the most consequential decision in your bug bounty program design. Too broad, and you receive reports for things you cannot remediate or that are not relevant to your business risk. Too narrow, and researchers lose interest because there is not enough surface area.

What to include in scope: - Primary web application and API (app.yourdomain.com, api.yourdomain.com) - Mobile applications - High-value internal systems if you have the capacity to handle reports about them - Any system that handles sensitive user data

What to exclude from scope: - Third-party services you do not control (Salesforce, Stripe, Zendesk instances) - Out-of-date development or staging environments - Recently acquired companies whose codebase you have not yet reviewed - Customer-hosted instances of your software - Systems shared with partners

Prohibited testing activities (always specify explicitly): - Denial-of-service attacks - Automated bulk scanning that affects performance for other users - Social engineering of employees - Physical security testing - Accessing accounts or data belonging to other users without permission - Testing outside the defined scope

Rules of Engagement and Safe Harbor

Rules of engagement define what researchers can and cannot do when testing your scope. Clear rules reduce ambiguous situations and protect both parties.

Your rules of engagement should address:

Data access — Researchers should use test accounts they create or control. They should not access, modify, or delete real user data. If a vulnerability exposes data belonging to other users, proof of concept should use the researcher's own accounts.

Vulnerability chaining — Some programs explicitly permit (or prohibit) exploit chaining where multiple low-severity issues are combined to demonstrate a higher-severity impact. Define your policy.

Automated scanning — Most programs limit automated scanning to prevent performance impact. Define whether any automated tools are permitted, and if so, at what request rate.

Public disclosure — Define your coordinated disclosure timeline. Typically: 90 days after report submission, or 30 days after fix, whichever is sooner. Researchers should not disclose publicly before this timeline without your agreement.

Your safe harbor clause grants researchers legal authorization to test within the defined scope and commits you not to pursue legal action against good-faith reporters. This is not optional — researchers will not participate in programs that expose them to legal risk.

Triage: The Operational Core of a Bug Bounty Program

Triage quality determines your program's reputation and researcher engagement. The best programs have fast, professional, technically accurate triage. Programs with slow, dismissive, or inconsistent triage develop bad reputations in the researcher community and attract fewer quality reports over time.

The triage lifecycle:

1. 1Receipt — Automated acknowledgment immediately; human acknowledgment within 3 business days.
2. 2Validation — Reproduce the vulnerability. If you cannot reproduce it, ask the researcher for more information before making a severity determination.
3. 3Severity assessment — Apply your severity rubric (CVSS, platform taxonomy, or internal rubric). Be consistent — researchers compare notes.
4. 4Response to reporter — Confirm validity, provide severity assessment, give estimated remediation timeline.
5. 5Remediation — Track in your vulnerability management system, assign to the responsible engineering team.
6. 6Verification — Ask the reporter to verify the fix after deployment.
7. 7Reward — Pay the bounty after fix verification.
8. 8Disclosure coordination — After the fix is deployed and verified, coordinate with the reporter on public disclosure timing if they want to write it up.

Payout Structures: How Much to Pay

Bounty amounts vary enormously by organization size, industry, and vulnerability severity. Reference ranges:

Startups with limited security budgets often start with lower bounds and expand as their program matures. Being transparent about your reward ranges in your program policy sets appropriate expectations.

FAQ

Q: How much does running a bug bounty program cost?

A: The total cost has two components: platform fees and bounty payouts. Platform fees range from ~$10,000–$50,000+ per year for managed programs; smaller self-serve programs may be free or have minimal platform costs. Bounty payouts depend on the volume and severity of valid findings. A mature program for a mid-sized SaaS company might cost $50,000–$200,000 per year in combined platform and bounty costs. Many organizations find that cost comparable to a single external penetration test, but with continuous coverage.

Q: Should we start with a private or public bug bounty program?

A: Always start private. A private program invites a curated set of researchers (typically 10-100 from the platform's vetted pool) and lets you learn the operational ropes — triage process, response templates, severity calibration — before facing the full researcher community. Most programs run private for 3-12 months before going public.

Q: What is the difference between a managed and self-serve bug bounty program?

A: A managed program has the platform's security team perform initial triage — validating reports, assessing severity, and filtering duplicates and out-of-scope submissions before they reach your team. Your team only sees validated, severity-assessed findings. This significantly reduces the operational burden but adds 30-50% to program costs. A self-serve program routes all reports directly to your team. Managed is recommended for teams without dedicated security staff; self-serve works for teams with experienced triage capacity.

Q: Can a small company (10-50 employees) run a bug bounty program?

A: It is challenging but feasible with a managed program. The operational bottleneck is triage: someone on your team needs to respond professionally to reports, reproduce vulnerabilities, assess severity, and coordinate fixes. For a 10-person company, that load can be 5-10 hours per week at moderate report volumes. The alternative is to start with a VDP (no financial rewards, lower report volume) and evolve to a bug bounty when you have more capacity.

Q: What happens if a researcher submits a duplicate report?

A: Duplicates happen frequently, especially for well-known vulnerability classes on popular targets. Your policy should define duplicate handling: typically, the first valid report receives the full reward; subsequent reports of the same vulnerability receive no reward or a small acknowledgment. Be transparent: tell reporters when they have submitted a duplicate, and if possible, let them know when the original finding was fixed so they can verify.

Conclusion

A well-run bug bounty program is a continuous source of security intelligence that no internal team can fully replicate. Professional researchers bring diverse methodologies, deep specialization, and unlimited time — a combination that finds vulnerabilities your own team misses.

The foundation of a successful program is the pre-launch work: fix what automated tools can find, address known OWASP Top 10 issues, and establish a triage process before you invite hunters. Starting with a clean baseline focuses researcher attention on the sophisticated, business-logic vulnerabilities that actually matter.
